Torbay Holdings Inc.: U.S. Government General Services Administration (GSA) Confirm Computer Mice as Section 508 Applicable Designer Appliance's Products to be Reinstated

MINEOLA, N.Y., Dec. 21, 2004 (PRIMEZONE) -- Torbay Holdings, Inc. (OTCBB:TRBY) announced today that following a review of the applicability of the Law under Section 508, the GSA have confirmed that computer mouse products are subject to compliance with Section 508 standards and that Designer Appliances Inc's (DAI) products are to be reinstated on the Buy Accessible section of the www.section508.gov website.

The potential consequences of the conformation of Section 508 applicability to computer mouse products are better appreciated by an independent Section 508 impact review provided by a law firm specializing in government contracts. DAI products are in the process of being re-listed upon the "Buy Accessible" Section of the GSA 508 website, which is used by government purchasing officers as a reference for manufacturer's assertions of product compliance. Full activation on the website, and so external visibility, may take some time, especially with the holidays close, as it was necessary for a new vendor number and access codes to be provided; this was done today.

Tom Large, President & CEO stated, "We have put the case for computer mice being subject to compliance and are therefore very satisfied with this outcome which confirms absolutely Section 508 status for computer mice by the U.S. Government. It has been a valuable exercise in establishing lines of communication with the GSA and the Access Board, who we thank for their professional consideration to this matter. We believe there is now a broader understanding of the applicability of Section 508 Law and the challenges it places on manufacturers to provide accessible technology."

As the situation stands "Micropurchases", or purchases by government credit card of a value under $2,500, will become subject to Section 508 compliance on April 1, 2005. After that time such purchases will be required by Section 508 Law to be made in reference to Section 508 Standards.

We are now talking to computer manufacturers in regards to specifying our products with their own so as to enhance their "compliance score" on computer system sales to the Government. System purchases and purchases over $2,500 are already subject to Section 508 compliance.
