Mexican Utility Approves Econ HID Electronic Ballast

BOULDER, Colo., Oct. 11, 2006 (PRIMEZONE) -- Energy Conservation Technologies, Inc. (Pink Sheets:ENYC), a landmark technology company ("Econ"), received formal regulatory approvals of its HID electronic ballasts from the director's office of the Mexico City public utility.

"Laboratorio de Alumbrado area de Pruebas Electricas (LAPE)," a Mexican government public utility testing laboratory recently completed formal testing on Econ's 250 watt HID electronic ballasts. This involved evaluating ballast electrical characteristics and more importantly, actual energy savings in comparison with commercially available magnetic ballasts sold by a leading Mexican manufacturer. The following is a brief summary of the test results:

-- Econ electronic HID ballast: 30-watt electrical energy savings/lamp
         Approximately US$22 savings/year
 -- Econ electronic HID ballast: 117 lumen/watt
         17% more light

The electrical characteristics of Econ's HID electronic ballast and related energy savings compared to a magnetic ballast meet and exceed the Mexico utility requirements for "energy saving" products. During the next two weeks LAPE will conduct formal tests on Econ's dimming HID ballasts, which are expected to yield an additional 75-watt/lamp savings. This will provide additional cost savings.

Mexican utilities throughout the country are actively seeking and promoting energy efficient products. There are over 15 million HID light-fixtures in use in Mexico operated by magnetic ballasts. Econ's HID electronic ballasts in combination with its dimming capabilities can potentially save over 700 MW (megawatts) of electrical energy, which otherwise must be supplied by a large power plant. This vast savings of electrical energy will also reduce significant "green house gas" emissions.

Fazle Quazi, Econ Chairman and Director of Engineering stated, "This is an exciting and very important milestone for our products and business venture in Mexico and also in other countries. It has been a slow and tedious process but our HID electronic ballasts are now approved by the Mexican utility -- the first and only approved in Mexico to date. This clearly proves our technology is superior."

In addition, Mr. Quazi stated, "Immediately following the dimming ballast testing, LAPE wants to install Econ's 250-watt pulse start metal halide lamp ballasts in one of the major streets of Mexico City for field testing. This will take place before the Presidential inaugurations on December 2, 2006."

The Mexican utility approvals of Econ's ballast now pave the way for commercialization. In order to accelerate this process, Econ's management and its Mexican business partner will meet in Mexico City this month to draft a comprehensive marketing and manufacturing strategy plan. Volume manufacturing and sale of Econ's HID electronic ballasts in Mexico are expected to take place in 2007.

About Energy Conservation Technologies, Inc.

Energy Conservation Technologies, Inc., (Econ(tm)) is an R&D and product marketing company in the field of electrical energy. Since its inception in 2000, Econ has generated several breakthrough landmark patents in the USA and internationally. Econ products such as the state-of-the-art HID electronic ballasts for gas discharge lamps save and conserve significant electrical energy at a lower cost. Econ's proprietary and patented technology also makes energy conversion products for alternative energy such as wind, fuel and solar cell inverters cheaper and more energy efficient.

Econ products have applications into five (5) distinct market segments:

-- Electronic ballasts for HID lamps for commercial lighting
-- Electronic ballasts for Automotive HID headlight lamps
-- Electronic ballasts for Fluorescent lamps for commercial lighting
-- Power Inverters for alternative energy sources such as Fuel cell,
    Wind and Solar
-- Power Supplies for Telecommunications and Computers

Each of the above market segments is a multi-billion dollar global industry.

Econ's primary focus at this time is to commercialize its fully developed electronic ballasts for HID lamps. Energy efficient electronic ballasts are an emerging market for the replacement of inefficient magnetic ballasts and expected to grow rapidly into a multi-billion dollar industry as energy savings and conservations become necessary to keep up with the worldwide increased use of electricity. Once the commercialization of Econ electronic HID ballasts are realized, the company intends to introduce its products for other market segments.

Econ's HID electronic ballasts reduce energy consumption by saving at least twenty five percent (25%) electrical energy over the life of a lamp. This is primarily due to: 1) improved lamp ignition and lumen maintenance, 2) controlling lamp power throughout the lamp life and 3) high efficiency power conversion technology.

Econ intends to market its products primarily by forming strategic partnerships with reputable national and international companies. In certain niche areas, the company intends to market its products through direct sales.
