"President Bush signed into law Tuesday the most far-reaching corporate reforms since the Great Depression. The bill includes the creation of a new oversight board to monitor the accounting industry, new and tougher penalties for corporate fraud, and more money for the Securities and Exchange Commission. The signing helped to mitigate most of the negative effects stemming from a drop in consumer confidence to a five-month low. Analysts also cautioned against an overreaction to the sudden plunge in the consumer report, saying it is common for confidence to falter in the early stages of a recovery. The decline was undoubtedly due to the stock market plunge in July, and may well be partly reversed in August if the recent market improvement is sustained. Today and the rest of the week will provide more important economic numbers. Today's numbers include second-quarter GDP numbers from the government, as well as the Federal Reserve's 'Beige Book' report on U.S. regional economies."
