Cybersurf Introduces Dial-up Service that's up to Five Times Faster

Propel to Power Cybersurf's Enhanced 3web Service


CALGARY, Alberta, April 16, 2003 (PRIMEZONE) -- Cybersurf Corp. (Other OTC:CYBUF) (TSX Venture Exchange:CY), one of Canada's leading Internet services and technology companies, today announced that it has signed an agreement with Propel Software Corporation of San Jose California (www.proprel.com) to enhance the speed and performance of the company's 3webXS dial-up Internet service. Under the terms of this agreement, Propel Accelerator, a proprietary technology that significantly increases dial-up Internet speed, will be offered to Cybersurf's 3webXS subscribers as value-added Internet services.

Planned as an addition to Cybersurf's value-added 3webTLC premium service, Propel Accelerator is designed to provide maximum acceleration for Web sites that users visit regularly. Through a patent-pending compression algorithm, multi-tiered caching and proprietary TCP/IP optimization technology, a Propel-enhanced 3web subscriber will experience page downloads up to five times faster than he or she normally would. It is anticipated that the addition of Propel Accelerator will encourage many 3Web users to upgrade from the standard dial-up service, thus delivering a very attractive option to slower -- yet higher priced -- competitive dial-up Internet services.
