Billie R. Marcum is a retired quality manager and human rights advocate. She has seen her work published in journals and was the first woman registered as a professional engineer in quality. She has presented papers at American Society for Quality (ASQ) events, and was recognized by the state of California for her efforts in helping design the state's exam for professional engineer registration. She received her bachelor's degree in business from the University of Redlands in California and her master's degree in systems management from the University of Southern California. She is an ASQ fellow, a certified quality engineer and a fellow in the Institute for the Advancement of Engineering.
