Mills was born in northeastern Georgia. He is a graduate of the University of Georgia and a retired Bell Communications Research employee. After retiring, Mills worked as a freelance writer for several companies in North Carolina and New Jersey before starting "The Salem Star," a monthly newspaper that is still published today.
