MSSI - TeleScience International Announces Three New Government Contract Awards

Company's Medical Staffing Division Continues Growth Streak


VIENNA, Va., Nov. 28, 2003 (PRIMEZONE) -- MSSI-TeleScience International Inc., (OTCBB:MSSI), a provider of medical personnel, homeland security and technology services to federal, state and local government agencies, announced today that its Medical Staffing Division has received notification of three new government contract awards which total nearly $250,000 for the base term agreements. Each of the three contract awards includes an option for the agency to continue funding the position, thus providing the Company with an opportunity to earn additional revenues above the base amount.

Two of the medical staffing awards are through the Dept. of Veterans Affairs. One is at the Hampton, Virginia, Medical Center and the other is at the Washington, DC, Veterans Affairs Medical Center. In Hampton, VA, the Company will provide a full-time Orthopedic Physician Assistant for 90 days with an option to continue the position. Should the agency exercise the option, the Company will see an increase in the revenue generated by this award. This award represents the second position the Company has won in the Virginia Tidewater region recently.

In the DC Medical Center, the Company will provide a Laboratory Technician for one year with an option to continue the position for an additional year. Similarly, if the agency exercises this option, the Company, in effect, will double the revenue generated by this one position. In this particular position, the technician will participate in research involving mental illness.

In the third contract award, through the California State Department of Corrections, the Company will provide a Certified Nursing Assistant to work at the Calipatria State Prison, which is located in Southern California. The award represents the third task order the Company has received by the prison system in Southern California.
