The 12-member commission, established by Congress as part of the 2003 Intelligence Authorization Act, includes representatives from Congress, the intelligence community, the Department of Defense and private sector experts.

The commission will submit its findings by Sept. 1, 2004, to the congressional intelligence committees, the Director of Central Intelligence and the Secretary of Defense.

"Stu is a dedicated leader focused on the national security mission," said James O'Neill, president, TASC, Northrop Grumman Information Technology. "His in-depth knowledge of intelligence programs and broad technical background makes him an ideal member of this critical commission."

"The intelligence community must operate in an environment characterized by rapid technological growth amidst a number of hostile, technologically sophisticated threats," said Shea. "Intelligence agencies need a unified and coherent R&D program to ensure their personnel have the most technologically advanced tools to detect, characterize, assess and ultimately counter the full range of threats to the national security of the United States. This commission will help focus our collective efforts on that goal."
