MSSI-TeleScience International Expands Federal Government Procurement Opportunities

Company's Technology Division Poised to Capture New Business at the Dept. of Homeland Security


VIENNA, Va., Dec. 12, 2003 (PRIMEZONE) -- MSSI-TeleScience International Inc., (OTCBB:MSSI), a provider of medical personnel, homeland security and technology services to federal, state and local government agencies, announced today that its Technology Division will expand its suite of products and services offered to the Federal Government by gaining approvals to market under additional GSA procurement schedules. Specifically, the Company has filed for approval to market on the GSA Schedule 084 that covers the procurement of products and services related to Homeland Security. The Division has been previously marketing information technology (IT) services to the government as an approved vendor on the GSA Schedule 70.

GSA schedules allow Federal Government agencies to order directly from approved vendors through published price lists for products and services. In 2004, approximately one-third of all Federal IT products and services will be purchased through the GSA Schedule 70. Of the approximate $60 billion Federal IT budget for 2004, the Dept. of Homeland Security has the second largest allocation among the civilian agencies.

"We see a tremendous opportunity in 2004 to capture new business in both the IT and Homeland Security areas with our products and services expertise," said Dr. B.B. Sahay, President and CEO. "Our staff has already identified and begun to work on proposals in those areas in which we can add-value, both as a prime contractor and as a sub-contractor." The potential value of these initial projects could reach $2.5 million.

In the Homeland Security area, the Technology Division provides premium decontamination and personal protection equipment along with consulting services. In the Information Technology area, the Company provides software, IT services and wireless solutions.
