ICM Telecommunications Launches Two New Calling Card Programs Offering Customers Highly Favorable Global Services and Rates

SACRAMENTO, Calif., Feb. 20, 2004 (PRIMEZONE) -- ICM Telecommunications, Inc. (Pink Sheets:ICMH), a rapidly growing provider of prepaid pin-based products through its EPIS Point of Sales Activation (POSA) terminals, today announced that it has commenced offering its customers two new calling card programs that offer superior global calling services and very favorable rates.

"As with all calling card programs," said ICM Telecommunications CEO Doug Hamby, "the highest level of savings is tied to volume. We have been able to complete negotiations that now allow us a direct link to a key fiber optic hub in Los Angeles that serves the entire telecom network worldwide, with backup servers in Dallas, Miami and New York. The savings for our customers coming out of this relationship are truly the best we have ever been able to offer working with Tier 1 carriers."

The two new services are also distinct in their names. One, the "Paisano" card, is available in denominations ranging from $5 to $20. Calls made anywhere in the United States using this card can be made for a total of 125 minutes of calling time for $5 per minute. These call are made to the largest population centers in Mexico -- Mexico City, Guadalajara and Monterey. Using this same card, customers may also make calls using a $5 card, the most popular denomination, to such offshore locations as Guatemala for 50 minutes, or $0.10 per minute, Puerto Rico for 42 minutes, or $0.119 per minute, and Costa Rica for 30 minutes, or $0.166 per minute.

"These are truly competitive rates, and we are glad to offer them to our customers," Hamby said. "In addition," he noted, "we have also launched our exclusive 'Connect-2-the-World' telephone calling card, at $0.039 per minute domestically, which we think will be especially popular for our customers who frequently make calls both domestically and to Europe and Asia. As with the 'Paisano' card, both card offerings are available as pin based and hard card products. Rates for calls to Europe and Asia are predicated on the lowest possible per minute charges available through the pact."

"These latest developments again underscore the pace of our growth and execution of our core business plan," Hamby noted. "Moving the company from the Pink Sheets to the Over the Counter Bulletin Board continues to be one of our highest priorities."
