HERNDON, Va., March 11, 2004 (PRIMEZONE) -- Northrop Grumman Corporation (NYSE:NOC) has received a follow-on contract from the U.S. Army to provide information systems integration for its Personnel Electronic Records Management System (PERMS) program.
The contract value is $101 million over five years to Northrop Grumman's Information Technology (IT) sector and was competitively bid under the Millennia contract vehicle. This contract is a follow-on task order to the previous five-year task order held by Northrop Grumman IT.
The PERMS program uses web technology that saves time, reduces cost, and improves services. The system holds approximately 140 million record pages, and holds them for at least five years after the end of a soldier's military service obligation.
"Our strengths in program management, processes, systems integration, and web services expertise contribute to our ongoing success with the PERMS program," said Kent Schneider, president of the sector's Defense Enterprise Solutions unit. "Due to our knowledge of the current system, any risk in migrating from a legacy system to a new modernized electronic records management system is reduced."
The PERMS program exploits new web-based technologies as well as records and document management, and storage solutions. The web-based architecture opens a number of possibilities for managing information more efficiently by automating data exchanges and streamlining administrative procedures, which is more cost efficient and offers improved service levels. The user base for the PERMS system exceeds 600,000 and is accessible using a web browser from any location in the world.
The scope of this task order includes all information technology and information management services required to provide the PERMS program manager and program management office with major task-area support. Task areas include program management, transition from current task order to the new task order, customer support, enterprise architecture and planning, information systems security and information assurance, and application development.
Work will be performed at Northrop Grumman facilities in Alexandria and McLean, Va., and SAIC facilities in Columbia, Md., and Colorado Springs, Colo.
Science Applications International Corporation (SAIC), La Jolla, Calif., is Northrop Grumman IT's major teammate on this program. SAIC developed the Army National Guard State PERMS system, which supports soldiers and records managers at 54 states and territories and is integrated into the overall PERMS program.
