Filsouf was born in 1931 in Tehran. He graduated from the IIAF Academy in 1951 and was later chosen for graduate studies with the RAF. He became a chief purchasing officer in Europe and was assigned to a diplomatic mission in London. In 1976, he became a brigadier general and director of training for the IIAF. He is now retired and lives in Texas. Waves of Destiny is his first book.
