MANAGEMENT

HST, Inc. Founder Colonel Jeffrey A. Powers (USMC Retired)

Colonel Jeffrey Powers USMC (retired) has recently retired from the US Marine Corps achieving the rank of Colonel. He is veteran of Operation Desert Shield/Storm where he commanded a 1,200-man Task Force into Saudi Arabia as part of the lead Marine Corps contingent in Desert Shield. Colonel Powers was decorated for valor while serving as Operations Officer for the lead Task Force into Kuwait. Additionally, Colonel Powers held command assignments in Marine reconnaissance, light armor reconnaissance, a Dutch Marine rifle company, a U.S. Army Special Forces (Green Beret) training company, as well as officer in charge of Special Operations Training Group for the Marines on the west coast. He commanded two Light Armor Reconnaissance Battalions.

Following retirement from the Marine Corps, Colonel Powers worked as an analyst for the U.S. Army's Future Combat Systems at Boeing. Colonel Powers has over 26 years' experience in training, motivating and directing multinational, civilian and military personnel. He developed combat proven techniques utilized to build cohesive teams capable of rapid planning and response in any high-stress environment. Experienced in leading and teaching several thousand personnel to include military, law enforcement and corporate groups. Highly regarded as a charismatic leader and instructor. The company has entered into a Joint Venture Agreement with Recon Mountaineer, LLC a designer and manufacturer of advanced military combat gear for the United States Armed Forces. D.A. "Mack" Mlynek is the Founder and President of Recon Mountaineer, LLC. HST, Inc is currently manufacturing and distributing a ruggedized load-bearing carry case called the Combat Trauma Bag (CTB) or the Combat Utility Bag (CUB). The Bag is currently in use by U.S. Navy Medical Corpsman operating side by side in support of the U.S. Marine Corps in current combat operations in the Middle East.

Recon Mountaineer, LLC is an Oceanside, Ca.-based designer and manufacturer of military combat gear for the United States Armed Forces. The President and Chief Designer, D.A. "Mack" Mlynek's experience with modification of existing/past load bearing equipment and design and fabrication of new concepts reaches back 18 years.

The company's lead product is the Combat Trauma Bag, or CTB. The CTB is a Highly Durable Ruggedized carrying case currently used by medical personnel involved in current combat operations. The design of the CTB is extremely manageable for use by the Navy's medical corpsman in battlefield situations and provides quick and easy accessibility when time is of the essence. Field reports for the Combat Trauma Bag are very encouraging. Front line medical personnel have used this product and it appears from discussions with military commanders that demand will be increasing.

Frigulti is a United States Marine Corps Combat Veteran having served as an infantry platoon and company commander in Vietnam, 1968-1969.

During his career with the FBI, he served on the Los Angeles FBI Swat Team for 15 years where he was a sniper, sniper team Leader, and Assault Team Leader. He was certified by the FBI as a firearms, defensive tactics and police instructor for 22 years. He was appointed as the Principal Firearms Instructor for the Los Angeles FBI Field Office and served in that capacity for 17 years until his retirement from the FBI.

Mr. Fragulti founded and currently operates Police Training Consultants, LLC., a firearms and tactical training/consulting company. They are dedicated to officer safety by providing fundamental and practical training to officers in law enforcement and the military.

Kit Lavell, Homeland Security Technology, Inc. Advisory Board Member:

Lavell flew 243 combat missions as a Naval Aviator in Vietnam. He has written extensively on military and technology issues for newspapers and magazines. His book, "Flying Black Ponies: the Navy's Close Air Support Squadron in Vietnam," was published by Naval Institute Press. He is completing a book on World War II aviation for the Smithsonian Institution Press.

The San Diego Union-Tribune recently published his six-part freelance feature series, `A Revolution in Warfare: Defending America in the 21st Century' in the Sunday Insight Section.

Lavell is Executive Vice President of Strategic Operations, Inc., a San Diego company that provides tactical training facilities and simulations for the military and law enforcement agencies. 2005 Homeland Defense Market

Recent press reports have indicated that President Bush has proposed a 14.4% increase in spending for the Department of Homeland Security to $47.4 billion. The request for total military spending was slated at $402.6 billion.
