Consulier Engineering Subsidiary Patient Care Technology Systems Announces Acquisition of Passive Tracking Leader Healthcare I.T. Inc.

Combined Products Offer the First Integrated Platform for Passive Tracking, Clinical Charting, CPOE and Clinical Decision Support for Acute Care Areas of the Hospital -- the ED and the OR

RIVIERA BEACH, Fla. and CHARLOTTE, N.C., Oct. 5, 2004 (PRIMEZONE) -- Consulier Engineering (Nasdaq:CSLR) subsidiary, Patient Care Technology Systems (PCTS), a medical software company offering advanced clinical information systems for hospital emergency departments, today announced the execution of a definitive agreement to acquire Healthcare I.T., Inc. (HIT), the leading provider of passive tracking technologies for emergency departments and operating rooms. PCTS will be exhibiting at the American College of Emergency Physician's Scientific Assembly at booth # 1340 on October 17-19, 2004 in San Francisco, CA.

HIT is the developer of the most widely implemented passive tracking system in emergency medicine, EDTracker(tm), which tracks the real-time status and location of patients and assets through wireless badges worn by people and staff in the emergency department and ancillary areas. Using a rules-based intelligence, data is translated into information on the status and location of a patient and is communicated in real-time on electronic tracking boards with no data-entry required by ED clinicians and staff. The elimination of data entry and the ability to generate detailed reports of all patient flow history assists emergency departments to improve workflow and overall efficiency, key factors in managing increasing patient volumes. Healthcare I.T. has also implemented this passive tracking technology in operating room environments to reduce workflow bottlenecks.

"Technologies that embed clinical intelligence and offer a high degree of usability have tremendous patient safety benefits," said Rephael Inbar, chief executive officer of PCTS. "HIT has advanced patient tracking further than any other vendor with their Microsoft(r) .NET based platform, proprietary rules-based intelligence and the elimination of data-entry by ED clinicians and staff. It is this level of patient safety sophistication that PCTS seeks to provide our customers. The impact on patient safety and department efficiency is significant and reaches beyond the emergency department to the operating room and the intensive care unit."

"With the acquisition, PCTS will create the first software platform to integrate proven passive tracking technologies with clinical charting, chart-based computerized physician order entry (CPOE), and integrated clinical decision support," said Warren Mosler, chairman of PCTS parent, Consulier Engineering Inc. (Nasdaq:CSLR) "Moreover, the passive tracking software can work with any technology platform be it Infrared, RFID, or Wi-Fi based. These expanded solutions will be provided in the most affordable manner possible -- with no capital outlay including complete system integration with existing hospital systems and all required hardware."

"Passive tracking is emerging as one of the leading technologies of our generation," said Tony Marsico, chief executive officer of Healthcare I.T., Inc. "Today this technology is being embraced inside and outside of healthcare from the emergency department and operating room to the world's largest retailer, Wal-Mart(r). One of its greatest strengths is the seamless communication of data that can be translated into actionable information without data entry. I am excited to integrate our proven technologies into the PCTS organization. As marketing partners, we have been impressed with the level of clinical utilization of the Amelior ED(r) patient care system and their ability to create virtually paper-free emergency departments. In PCTS, we have found a common vision to improve patient safety through technology."

The acquisition of Healthcare I.T. will make PCTS the fastest growing vendor in the emergency department category in the past year with over 45 customers. PCTS and HIT have integrated to virtually every existing hospital information system and clinical information system including MEDITECH. The companies plan to complete the integration of their systems in the first quarter of 2005. As part of the acquisition, Mr. Marsico will continue to lead the passive tracking solutions business unit. Healthcare I.T. Charlotte, North Carolina headquarters will become PCTS East Coast corporate offices.
