FHLBank of Dallas Appoints 2007 Advisory Council Members


DALLAS, Jan. 5, 2007 (PRIME NEWSWIRE) -- The Federal Home Loan Bank of Dallas ("Bank") today announced the appointment of Dianne Bolen, Jay Czar and Jane Provo as new members of the Bank's Advisory Council. Mary Ann Chavez, Phillip Eide and Laurie Vignaud have been reappointed as members of the Advisory Council. Other members include Carrie Curet, Shari Flynn, Wiley Hopkins, David Jackson, L. Lee Jones, Judy Loden, Darryl Swinton and Sharron Welsh.

The Advisory Council is comprised of 14 representatives from state, community and nonprofit organizations who advise the Bank's Board of Directors on affordable housing and economic development issues. The new appointment terms commenced on January 1, 2007.

New Appointed Members

* Ms. Dianne Bolen is Executive Director and Assistant Secretary/Treasurer of the Mississippi Home Corporation (MHC), where she provides executive leadership in the development and administration of all MHC programs and policies. Ms. Bolen will serve a three-year term for the Advisory Council. She is also a member of the Board of Directors of the National Council of State Housing Agencies (NCSHA), as well as a member of the Legislative Priority Committee and the Southeastern Region Legislative Whip. In 2005, she was selected by The Mississippi Business Journal as one of Mississippi's 50 leading business women.

* Mr. Jay Czar is Executive Director of the New Mexico Mortgage Finance Authority (MFA). Prior to joining MFA, he was Vice President of Marketing and Government Affairs for Lovelace Sandia Health Systems and held several positions with the City of Albuquerque, including Chief Administrative Officer. Mr. Czar will serve a three-year term with the Advisory Council in a non-voting capacity. He is also active with several organizations, including the New Mexico Economic Development Partnership, United Way Cabinet, and Character Counts Leadership Council.

* Ms. Jane Provo is Executive Director of the Denton Affordable Housing Corporation and has worked in the affordable housing field for over 25 years. Prior to moving to Texas, she served as Assistant Director of the Housing Portfolio Management Department of the New York Housing Finance Agency. She will serve a three-year term with the Advisory Council in a non-voting capacity. Ms. Provo is actively involved in several additional organizations including the Advisory Board of the Salvation Army in Denton, Texas and is Chair of the Denton County Housing Coalition. She also serves on the Steering Committee of the Denton County Homeless Coalition.

Reappointed Members

* Ms. Mary Ann Chavez is Executive Director of the Socorro County Housing Authority, which administers various HUD Programs for Section 8 including Housing Choice Vouchers, Family Self Sufficiency Program, Homeownership, Project-Based Rental Assistance for the Elderly, as well as Homeowner Rehabilitation Program into Tribal Lands. In addition to being reappointed to the Advisory Council for a second three-year term, Ms. Chavez is involved in several organizations in her community including the Planning and Zoning Council, Housing Trust Fund for the New Mexico Mortgage Finance Authority, Midwest New Mexico Community Action Program and the Advisory Council for Puerto Suegro.

* Mr. Phillip Eide is Vice President at Enterprise Corporation of the Delta (ECD), responsible for the development and management of mortgage operations. Mr. Eide previously worked with the U.S. Department of Housing and Urban Development before joining ECD. He was appointed to the Advisory Council in 2003, and is serving a second three-year term. Mr. Eide is also Executive Director of Jackson Metro Housing Partnership, the largest nonprofit housing organization in the Jackson, Mississippi metropolitan area. He also works with Stewpot Community Services and served on the Governor's Task Force for Affordable Housing after Hurricane Katrina.

* Ms. Laurie Vignaud is President of Capital One's Community Development Department. Ms. Vignaud will serve her third three-year term with the Advisory Council. She is very active on a number of affordable housing boards and committees including Neighborhood Housing Services, the Louisiana Homebuyer Training Certification Board, the St. Tammany West Housing Initiative, and Hispanic Apostolate. In 2005, Ms. Vignaud was recognized as the Minority Success Honoree by City Business Magazine.
