In 2006 increased volumes of sea cargos in VN terminal

In 2006 “”Ventspils Nafta” Terminals” Ltd, a subsidiary of JSC „Ventspils Nafta”
and company involved in transshipment of crude oil and petroleum products, handled
5.7 million tons of crude oil and petroleum products in total. Crude oil and
petroleum products delivered to the terminal by the sea amounted to 1.24 million
tons of the total transshipment volume, which is almost one million tons more than
in 2005. 2.08 million tons of diesel petrol, 2.06 million tons of car petrol and
0.3 million tons of other petroleum products in 2006 were delivered to the terminal
by railway.

Already in 2005, “”Ventspils Nafta” Terminals” Ltd started receiving of crude oil
and petroleum product cargos delivered by the sea actively participating in implementation
of new services due to the difficult situation for crude oil and petroleum transit
business. The new offer was highly accepted in 2006 when the terminal received not
only petroleum products (diesel petrol and car petrol), but also crude oil, the proportion
of which reaches almost 0.8 million tons of the total volumes of sea cargos.

The international consortium Vitol, the new shareholder of 34.75% of JSC “Ventspils Nafta”
shares, has also appreciated opportunities of crude oil and petroleum product delivery
by the sea. By the help of Vitol, the terminal received considerable volumes of petroleum
products already in the autumn of 2006. The cooperation continues also in 2007.

In 2006, the results of “”Ventspils Nafta” Terminals” Ltd activity were influenced by
different externals not depending on the company. A part of them will likely influence
the company’s operation also in 2007. The first of externals is the high and disadvantageous
railway transport tariffs for cargo owners fixed by Russia. In 2006, the cargo transport
flow was negatively influenced by different market fluctuations as well.

In December 2006, more than 0.4 million tons of crude oil and petroleum products were
transshipped in “”Ventspils Nafta” Terminals” Ltd, of which 0.2 million tons was car
petrol delivered by railway, 0.1 million tons – crude oil delivered by the sea, and 0.1
million tons of other petroleum products.

“”Ventspils Nafta” Terminals” Ltd is a 100% subsidiary of JSC “Ventspils Nafta” rendering
transit services – receiving of oil and diesel petrol delivered by pipelines, as well as
receiving, storage and transshipment of diesel petrol, car petrol and other petroleum product
cargos delivered by railway or the sea.

“”Ventspils Nafta” Terminals” Ltd is the largest of such companies in the region. Its
crude oil and petroleum product shore-tank farm reaches 1.2 million cubic meters and it
has no analogues among similar companies in the nearest countries.
