Government of Romania Commissions CO2 Tech to Outline Kyoto Protocol and UNFCCC Compliance Program


LONDON, Feb. 12, 2007 (PRIME NEWSWIRE) -- CO2 Tech (Pink Sheets:CTTD) President, Ms. Helga Schotten, today announced that CO2 Tech has been awarded a contract by the government of Romania to outline a national Kyoto Protocol and UNFCCC compliance program to reduce specific greenhouse gas emissions.

CO2 Tech will specifically provide guidance to the government of Romania regarding the reduction of the following pollutants: carbon dioxide (CO2), methane (CH4), nitrous oxide (N2O), hydrofluorocarbons (HFCs), perfluorocarbons (PFCs) and sulphur hexafluoride (SF6). CO2 Tech will focus on Romania's chemical, metal and mineral production industries.

Romania, which was defined by the Kyoto Protocol as an Annex I country, submitted a report of its activities under the UNFCCC and the Kyoto Protocol in late 2006, including a review of the country's national strategy on climate control. In this report, Romania which is currently undergoing the process of transition to a market economy, declared its national priority to promote its national activities to meet UNFCCC and Kyoto protocol commitments, and to develop and implement activities on adaptation to climate change impacts and reduction of carbon intensity.

To make effective progress in these activities, the Romanian government has commissioned CO2 Tech to provide guidance on compliance with Kyoto protocol requirements and gaining carbon credit in several specific sectors of its economy. CO2 Tech, with the breadth of its carbon-emission technologies and products, will outline a program for the government of Romania to generate environmental and economic benefits by implementing Kyoto Protocol mechanisms in the most effective and efficient way possible.

Two main features of the Kyoto Protocol are (1) legally binding commitments by Annex I countries, in which Romania is included, to collectively reduce GHG emissions by more than five percent below 1990 levels by 2008-12, and (2) a set of mechanisms, including international emissions trading and joint implementation, to help countries achieve their commitments at the lowest possible cost. The Kyoto Protocol also contains critical provisions for emission monitoring, government reporting, and review of information, which are needed to ensure that countries are complying with the treaty's emission reduction commitments.

CO2 Tech will also serve as consultant to the government of Romania regarding the recent initiative launched by the UN Framework Convention on Climate Change (UNFCCC) known as the Joint Implementation (JI) mechanism, specifically targeting emission reduction in central and eastern European transition economies through a system of "carbon credits" acquired by developed countries.
