The Special Fund for the Stabilization of the Financial Market (Sonderfonds
Finanzmarktstabilisierung – SoFFin) authorises guarantees to IKB in an
amount of up to € 5 billion to guarantee the repayment of bonds to be
issued by IKB in the future. The guarantees have been authorised by the EU
Commission today.

The Board of Managing Directors applied for the guarantees since after the
insolvency of the US-Investment Bank Lehman Brothers in September 2008 the
situation of the financial and capital markets significantly changed to the
worse with the result that trading has effectively come to an end and
adequate refinancing is hard to achieve.

The state-guaranteed bonds may have a maximum maturity of 36 months, the
guarantees will expire by the end of 2012. With the issue of
state-guaranteed securities IKB intends to maintain its liquidity and
stabilize its business with SMEs, despite the currently extremely tense
capital markets situation.

IKB has not requested support from SoFFin for recapitalization or the
assumption of risks.
