Photo Release -- Northrop Grumman Names Jay A. Shiba Vice President of Supply Chain Management for Its Electronic Systems Sector


BALTIMORE, Feb. 27, 2009 (GLOBE NEWSWIRE) -- Northrop Grumman Corporation (NYSE:NOC) has named Jay A. Shiba vice president of supply chain management for its Electronic Systems sector, effective immediately.

In his new position, Shiba will be responsible for all supply chain management programs and processes including purchasing, strategic sourcing and subcontract administration. He will also be responsible for ensuring the availability of supplied materials and resources to meet Electronic Systems sector program needs.

Shiba joined the company in 1978 as an associate contracts administrator, responsible for negotiating and administering sales agreements for various logistics programs. Since then, he has held a number of management positions in contracts and business management, including manager of contract review, contracts and pricing manager for the sector's Marine Systems business unit in Sunnyvale, Calif., and contracts manager for the Aerospace Systems Division in Baltimore. In 1999, he was appointed business manager of the sector's Government Systems Division.

Most recently, he has served as business manager of the Surface Combatant business area for Northrop Grumman's Shipbuilding sector in Pascagoula, Miss., where he provided business management direction for the U.S. Navy's DDG-1000 development and construction program, the U.S. Navy's DDG-51 Aegis-class destroyer program, and the U.S. Coast Guard's fleet replacement program through a joint venture with Lockheed Martin. His responsibilities also included controller and financial administration functions, estimating and pricing, proposal negotiation, pricing decisions, development of business plans for competitive proposals, and contract administration.

Shiba earned a bachelor's degree in political science from the University of Nebraska-Lincoln and a juris doctorate from the University of Baltimore. He also completed the General Manager program at Harvard Business School. He is a native of Lincoln, Neb.
