ResCare Names Grant Collins Chief Strategist for Welfare to Work Programs


LOUISVILLE, Ky., March 20, 2009 (GLOBE NEWSWIRE) -- ResCare (Nasdaq:RSCR), the nation's leading provider of employment and training, educational and support services, announced today that Grant E. Collins II has been named Chief Strategist for the Company's Employment and Training Group's domestic and international welfare to work programs. Mr. Collins will also continue to serve as Vice President of Workforce Services in the Employment and Training Services Group, a position he has held since 2007.

As Chief Strategist, Mr. Collins will help define, shape and communicate the group's strategic initiatives, driving outcome performance, as well as leading the development of the Company's approach to welfare to work services worldwide.

Prior to joining ResCare, Mr. Collins served as senior policy advisor to the assistant secretary for the Administration for Children and Families of the U.S. Department of Health and Human Services (HHS). Mr. Collins also served as the deputy director of the HHS Office of Family Assistance. In addition to his role as deputy director, Mr. Collins led the TANF Bureau, which administered the nation's $16.5 billion welfare program. He led welfare reform efforts and several national teams responsible for TANF policy and strengthening welfare programs among the nation's largest cities and assisting State, Territory and Tribal governments with all aspects of program implementation. Mr. Collins also served as a key member of acclaimed welfare reform efforts in New York City, Minnesota and the landmark W-2 program, Wisconsin Works.
