On 18 February 2010, the Estonian Road Administration and the consortium of AS Merko Ehitus / Tallinna Teede AS / SIA Merks (who had submitted the best tender in the public procurement competition) concluded a contract of services, for the construction of the E20 Highway between Loo and Maardu. According to the contract, the 3.2-kilometre section of the main road, from Loo to Maardu, will be rebuilt into a six-lane road; and the following 3.6-kilometre section will be modified to meet the requirements for Class 1 roads. Also, the following will be built: two grade-separated junctions; 5.8 kilometres of collector roads; 8 kilometres of cycle paths; and the Jõelähtme grade-separated junction will be partially altered. Price of the contract is EEK 288.84 million (without customers 10% reserve and without VAT).
