Proposal by Shareholders to Elcoteq´s Extraordinary General Meeting to Elect a New Board Member

In conformity with Article 55 of the Articles of Association, the Board of
Directors of Elcoteq SE has been requested to include a new proposal from
shareholders of the company to the Extraordinary General Meeting to be held on
October 12, 2010, to elect Mr. Paul Paukku as a new member to the Board of
Directors of Elcoteq SE. This proposal has been made in addition to the existing
proposal regarding point 5 of the agenda, as published on 27 September, 2010,
which remains valid. The existing proposal from shareholders of Elcoteq SE
consists of the proposed election of Mr. Hannu Krogerus to the Board of
Directors.

The proposal of the shareholders to elect Mr. Paul Paukku to the Board is based
on his long and unrivalled experience and track record in the ICT sector, in
general. Mr. Paukku has also, inter alia, been assigned by the Finnish Minister
of Telecommunication to examine and recommend measures to improve market
conditions for ICT business. Mr. Paukku has given his consent to his election.

Mr. Paul Paukku, born 1950, B.Sc. (Eng.), is the CEO of FCG Finnish Consulting
Group Ltd. He has an extensive experience in the ICT sector and during years
1981-2008 he has held several managing positions with Hewlett-Packard Company.
Prior to his joining FCG Finnish Consulting Group Ltd in 2009 he was Vice
President and General Manager, Head of Service Business, General Western Europe
of Hewlett-Packard. Mr. Paukku is also a chairman of the Boards of Invest in
Finland Ltd and Hewlett-Packard Oy.

The election of both Mr. Paukku and Mr. Krogerus to the Board of Directors, if
elected, will increase the number of Board members from current six (6) to eight
(8) persons. If elected, the new Board members, as well as the current members,
are nominated until the next Annual General Meeting to be held in 2011.
