Public Procurement Preferred Bidder Announcement in Estonia (Tallinn 4th tramline infrastructure design and reconstruction)

According to the decision of Tallinn City Transport Company’s public procurement commission and the press release published today, AS Merko Ehitus Eesti – part of the AS Merko Ehitus group, KMG Inseneriehituse AS and Ratatek OY were announced as preferred bidders in the public procurement No 12-13 RH/146293 „4th tramline infrastructure design and reconstruction“. The total value of the joint bid is EUR 26 million. The valuation criteria were the lowest price.

The procurement contract will not be signed before 14 days after the announcement of the preferred bidder according to the Public Procurement Law. The bidders can dispute the decision according to the deadlines stated in the Public Procurement Law §121 but not after the procurement contract has been signed.

Under the contract the preferred bidders will reconstruct the 4th tramline and the line base at Pärnu maantee. The line base will be replaced with the concrete. Additionally there will be network replacement from Tondi to Ülemiste and Kadriorg and renewal of six substations. Extension of tramline to Peterburi tee 2 and a u-turn will be constructed. All works will be carried out in 2014 and 2015.
