SAN LUIS OBISPO, Calif., March 6, 2014 (GLOBE NEWSWIRE) -- In a country where corruption is rampant, can democracy truly exist? The U.S. Constitution is overdue for a rewrite, according to self-published author and retired lawyer Sam Carr Polk, Esq.

In his new book, "Patriotic Dream: A Truly Democratic America", Polk explores how Americans can replace our plutocracy by adopting a new U.S. Constitution that can ensure equal representation in Congress of every voter.

"The Occupy movement has shown how angry Americans feel about recent injustices in our public life," Polk explains. "They and the rest of us clearly need to begin thinking about getting a 'state-of-the-art' government. This book can lead to a real solution to our country's greatest problems."

"Patriotic Dream: A Truly Democratic America" investigates why America is in urgent need of a new constitution that will end the rampant bribery that has enveloped our government; how progressive organizations and unions can jointly give the 99 percent a second chance to vote our consent; how a computerized new, unified Congress can represent every voter equally, by weighted voting based on votes received; how two-winner district campaigns can be friendly, inexpensive, end gerrymandering, and attract new, honest candidates; and how a few groups of independent ombudsman-like "guardians" can safeguard against abuses in place of checks and balances that don't work.

Polk is a retired municipal lawyer living in San Luis Obispo, Calif. Raised in Houston, he earned a bachelor's degree at Rice University, a doctorate in jurisprudence at Yale Law School, and a master's degree in political science at the University of Colorado. In World War II, Polk was the anti-submarine warfare officer on a destroyer escort based in Pearl Harbor, and a legal officer at Yokosuka during the Japanese Occupation.

In 1957-1958, he served a term in the Colorado House of Representatives, serving on the Judiciary and Finance Committees, and the Interim Committee on Constitutional Amendments. In the '60s, he taught government at California State University, Los Angeles, and his legal experience spans from municipal law to mining law, appellate law to general practice.

"I truly hope that one day my patriotic dream of a truly democratic America can come true," Polk says. "This book can be the first step."

"Patriotic Dream: A Truly Democratic America" are available on Amazon.com. The e-book can be purchased for $4.99.
