Polk is a retired municipal lawyer living in San Luis Obispo, Calif. Raised in Houston, he earned a bachelor's degree at Rice University, a doctorate in jurisprudence at Yale Law School, and a master's degree in political science at the University of Colorado. In World War II, Polk was the anti-submarine warfare officer on a destroyer escort based in Pearl Harbor, and a legal officer at Yokosuka during the Japanese Occupation.

In 1957-1958, he served a term in the Colorado House of Representatives, serving on the Judiciary and Finance Committees, and the Interim Committee on Constitutional Amendments. In the '60s, he taught government at California State University, Los Angeles, and his legal experience spans from municipal law to mining law, appellate law to general practice.

Sam Carr Polk is a retired lawyer living in San Luis Obispo, California.
