On Natural Gas Transmission Price Caps for 2015 and Changes in Pricing Model


On 30 October 2014, the National Control Commission for Prices and Energy adopted a decision on the AB Amber Grid's adjusted natural gas transmission price caps, effective from 1 January 2015. By the aforesaid decision the National Control Commission for Prices and Energy also introduced an entry-exit pricing model, which was adopted in compliance with applicable EU legislation. According to the Methodological Guidelines for the Entry-Exit Pricing Model, and the amended Methodology for the Setting of State-regulated Prices in the Natural Gas Sector, starting from 2015, the setting and adjustment of natural gas price caps in the natural gas transmission activity will be based on capacity units (not on gas quantity units as it used to be), and gas measurement will be based on energy units (not on gas volume units as it used to be).

The natural gas transmission price caps (effective from 1 January 2015) were set as follows:

  • for Lithuanian Natural Gas Transmission System entry points:
    • for the interconnection point between the Lithuanian Natural Gas Transmission System and the Liquefied Natural Gas Terminal in Klaipeda: LTL 0 / MWh / day / year, or EUR 0 / MWh / day / year;
    • for the interconnection point between the Lithuanian Natural Gas Transmission System and the Latvian Natural Gas Transmission System (metering of gas transmitted to the Lithuanian Natural Gas Transmission System via this route takes place at the Kiemenai Gas Metering Station (hereinafter referred to as "Kiemenai GMS")): LTL 171.20 / MWh / day / year, or EUR 49.58 / MWh / day / year;
    • for the connection point between the Lithuanian Natural Gas Transmission System and the Belarusian Natural Gas Transmission System (metering of gas transmitted to the Lithuanian Natural Gas Transmission System via this route takes place at the Kotlovka Gas Metering Station): LTL 171.20 / MWh / day / year, or EUR 49.58 / MWh / day / year;
  • for Lithuanian Natural Gas Transmission System exit points:
    • for cross-border exit points:
      • Kiemenai GMS: LTL 171.20 / MWh / day / year, or EUR 49.58 / MWh / day / year;
      • for the connection point between the Lithuanian Natural Gas Transmission System and the Natural Gas Transmission System of the Kaliningrad Region of the Russian Federation (metering of gas transmitted from the Lithuanian Natural Gas Transmission System via this route takes place at the Sakiai Gas Metering Station): LTL 186.53 / MWh / day / year, or EUR 54.02 / MWh / day / year.
    • for Lithuania's domestic exit point: LTL 1,038.17 / MWh / day / year, or EUR 300.68 / MWh / day / year.
