Presidential Innovation Fellow and Director of 18F, Greg Godbout, joins cBrain


Greg Godbout, who joins the international cBrain team on May 1, adds a strong insight into the US government digital transformation. Greg will work internationally to further develop the Danish F2 model for digital public administration, for the benefit of cBrain customers and with a focus on the US.

Greg comes from a position as the Chief Technology Officer (CTO) and U.S. Digital Services Lead at the Environmental Protection Agency (EPA). Formally the Executive Director and Co-Founder of 18F and a Presidential Innovation Fellow.

The International cBrain team helps government organisations across the world to benefit from and reuse the Danish F2 model and software for digital public administration. Team members include David Cotterill, former Deputy Director at the UK Cabinet Office being responsible for UK Technology Strategies.

Greg is based in Washington and he significantly strengthen the cBrain international team by bringing in experience as entrepreneur, software architect as well as executive US civil servant.

About Greg Godbout
Greg comes from a position as the Chief Technology Officer (CTO) and U.S. Digital Services Lead at the Environmental Protection Agency (EPA). Formally the Executive Director and Co-Founder of 18F, a 2013 Presidential Innovation Fellow, and a Federal 100 and Fedscoop 50 award recipient.

Responsibilities at EPA included building an architecture, product management and digital services organisation, and to support for EPA Transformation, E-Enterprise initiative, eManifest program, White House Smart Cities initiative, and EPA digital services strategy.

Greg has been responsible for team formation, business development, recruiting, strategy, and setting up 18F inside the Federal Government under the General Services Administration (GSA). This included developing lines of business and strategies focused on: improving Federal IT services, reuse of software platforms, procurement tools, open government, and client services.

The Presidential Innovation Fellows (PIF) program pairs top innovators from the private sector, non-profits, and academia with top innovators in government to collaborate during focused 6-13 month “tours of duty” to develop solutions that can save lives, save taxpayer money, and fuel job creation. Greg led the team of PIFs and other Federal Government innovators that founded 18F inside the GSA. In addition, Greg's team worked on Innovative Contracting Tools such as RFP-EZ Marketplace, FBOpen, Schedule 70b (Agile Delivery BPA) and Prices Paid - Making it easier for the government to do business with small, high-growth tech companies, and enabling the government to buy better, lower-cost tech solutions from the full range of American businesses.

About cBrain and F2
cBrain has developed F2, a new type production software for government work. In close collaboration with Danish government organisations, F2 has been built from scratch, taking government work, organisation and routines as the starting point for the design.

This government-driven design approach in turn led to a new software architecture, which has allowed Danish government organisation transform themselves into fully digitized environments, eliminating paper and paper-based routines.

Today, the Danish F2 model and software are used by more than half of all Danish ministries, including the Prime Ministers Office and the Ministry of Foreign Affairs, as well as multiple agencies and municipalities.

According to EU reports, Denmark is the leading digital country in Europe running a highly digitized government administration.

Based on F2, government organisations in Denmark have achieved significant measurable effects including increased productivity, increased quality of work as well as higher employee job satisfaction. The Danish Ministry of Transport and the Danish Ministry of Climate and Energy received the national digitization award based on the efficiency gains which they achieved due to their F2 implementation.

F2 is a 100% standard solution and it can thereby by offered as a cloud service (Software-as-a-Service). The integrated F2-solution supports all-in-one case processing, knowledge sharing, formal as well as informal communication, government workflows, document and records management. F2 supports access from PCs, mobile devices as well as tablets, and many Danish Ministers as well as permanent secretaries run F2 on their iPad in order to manage meetings material, submissions and approvals.
