Contract sharing scheme in Longueuil: Robert Proulx is fined $5,000

MONTREAL, Oct. 10, 2018 (GLOBE NEWSWIRE) -- The Disciplinary Council of the Ordre des ingénieurs du Québec rendered its decision on guilt and sanction in the case of Robert Proulx, who has been ordered to pay a $5,000 fine.

Mr. Proulx contravened the Code of Ethics of Engineers by participating on more than one occasion in a scheme designed to circumvent the competitive bidding process of the City of Longueuil. Mr. Proulx’s alleged offences occurred between 2002 and 2009, while he was a manager in the municipal engineering department of SNC-Lavalin.

The full version of the Disciplinary Council’s decision, including the summary of charges, is available on the OIQ’s Web site. In its decision, the Disciplinary Council also ordered Mr. Proulx to pay all costs in connection with the proceedings.

As a reminder, the sanctions imposed by the Disciplinary Council are meant to protect the public by dissuading professionals from repeating offences and by setting an example for other members of the profession.
