ESW Builds a Power Apps IT Governance Hub for Local Government Project Intake

A new ESW case study on local government digital transformation shows how a growing town moved hundreds of IT requests out of spreadsheets and email and into one Microsoft Power Apps hub for intake, risk and PMO scoring.

New York, NY, Nov. 04, 2026 (GLOBE NEWSWIRE) -- How can a city prioritize IT projects when requests come in faster than staff can review them? eSoftware Associates (ESW), which provides Microsoft Power Apps consulting services, says the answer is one place to submit requests and one shared score for each. A new ESW case study on automating IT project intake and scoring for a municipality shows how a growing town did that with Power Apps, built on the Microsoft 365 licenses it already had for SharePoint and Power Automate.

In ESW's view, an IT intake backlog hurts most at budget time, when IT has to decide which requests move forward, and a pile of unscored requests is hard to defend.

Before the project, the town was handling hundreds of IT requests with spreadsheets and email. Requests were logged in its ticketing system, but risk reviews, PMO scoring and steering committee decisions happened outside it. There was no shared place to see where a request stood or why one project ranked above another.

ESW built an IT governance hub with Power Apps, Power Automate and SharePoint Online that brings project intake and prioritization into one place.

  • Automatic intake from the town's existing ticketing system into SharePoint lists, through an API and a production webhook, with updates, comments and attachments written back to the ticket
  • A risk assessment screen with scoring logic and a risk register
  • PMO scoring where several staff rate each project, with a ranking flow that rolls the scores into one priority on a PMO dashboard with a capacity view
  • A steering committee view and prioritization engine, so the committee decides from one ranked list, with a feedback loop to requesters
  • A policy register with drafting, review and approval stages and scheduled notifications
  • Approval, scoring and policy notifications that work with the email platform the town already uses

The work started with a fixed scope Roadmap phase covering stakeholder sessions, a current state review, integration analysis, workflow definitions and UI mockups. That gave the town a clear blueprint and a fixed build price before development began. The build then ran in sprints through user acceptance testing and production deployment. The town owns everything ESW delivered.

The hub has been live since September 2026. IT and PMO staff use it to score projects and track ticket status, and each decision now has a visible score behind it.

Russell Kommer, CEO of eSoftware Associates, said, "When every IT request lives in a different inbox, confusion and errors take over. We start with our Roadmap, document every requirement for one system and score them all the same way. Then leadership can determine what moves forward."

For many towns, fixing IT intake doesn't mean buying a new platform. A city that already uses Microsoft 365 may be able to build on licenses it owns, as this town did for SharePoint and Power Automate. Licensing needs can differ if a project requires premium connectors or Dataverse, and ESW confirms them during the Roadmap phase.

Founded in 2006, ESW has delivered more than 1,000 projects, trained more than 10,000 employees and served more than 1,500 clients.
