MSSI-TeleScience Signs Strategic Alliance with Chesapeake Government Technologies, Inc.

Project Could Add up to $1 Million of Annualized Revenue


VIENNA, VA, March 1, 2004 -- MSSI-TeleScience International Inc., (OTCBB:MSSI), a long-term provider of medical personnel, homeland security and technology services to federal, state and local government agencies, and also to the private sector, announced today that it has entered into a strategic alliance with Chesapeake Government Technologies, Inc. to provide supplemental technical and engineering personnel on Information Technology (IT) projects that MSSI-TeleScience's Technology Division is currently pursuing. This alliance with Chesapeake Government Technologies provides MSSI-TeleScience with significant growth opportunity within the IT sector.

MSSI-TeleScience has recently expanded its infrastructure within the Technology Division to support further penetration into the private and government sectors for the provision of IT services -- as these sectors increase the outsourcing of these requirements. Working together with Chesapeake Government Technologies, MSSI-TeleScience is currently pursuing a project that could add up to $1 million of annualized revenue. Chesapeake Government Technologies has a reputation for providing quality IT personnel with very quick turnaround, which is a rising demand among clients.
