Level 8 Systems, Inc. Announces Agreement to Deploy Cicero for Law Enforcement

FARMINGDALE, N.J., May 3, 2005 (PRIMEZONE) -- Level 8 Systems, Inc. (OTCBB:LVEL) announced today that it has successfully completed initial trials and has entered into an agreement with the West Windsor Township, N.J. Police Department to deploy Cicero in their Public Safety Answering Point (PSAP). Cicero will effectively streamline and automate support for arrests and investigations while merging federal, state, and local systems within a unified process.

"I am excited about the integration of Cicero software with our communications software. This integration will allow for fast and, more importantly, accurate retrieval of NCIC- (National Crime Information Center) related information with no chance of user entry errors," said Sgt. Robert Garofalo. "At the touch of a button, our NCIC wanted person checks, DMV checks and related database searches will be ready for completion with all data fields filled in and with the correct field formatting. The possibilities for time savings are tremendous. We are looking forward to the continuance of the project and sharing this time savings with other agencies."

During the course of an arrest or investigation, PSAP dispatchers manually search for information through the NCIC, Interstate Identification Index (III), and National Law Enforcement Telecommunication system (NLETS) as well as various N.J. state criminal history and warrant databases, motor vehicle commission records, and local arrest records. Manual searches across all these systems take up to twenty minutes of valuable time in a mission-critical environment. Transcription errors and other artifacts of this manual process erode report accuracy, leading to omissions, misidentification, and repetitive searches.

Cicero will provide PSAP dispatchers with portable navigation and data integrity across all of these components to produce reports. Dispatchers will see a single panel indicating progress while Cicero automates navigation and data entry through various systems and screens. With this automation in place, these reports will be standardized across the department, allowing the least experienced operator to benefit from best practices of the most experienced.
