Dear Shareholders:

NewMarket Latin America, Inc. represents the South American chapter of NewMarket Technology Inc.'s (OTCBB: NMKT) global initiative to build subsidiary technology service operations in the world's emerging economic regions. I may be biased, but living and working in Brazil and traveling throughout South America, I believe NewMarket Latin America is NewMarket Technology's most promising regional endeavor.

A Brief History of NewMarket in South America

NewMarket Technology launched operations in South America with the acquisition of a Microsoft Solution Partner in 2004. A second acquisition of a technology service provider concentrating on the integration, customization and maintenance of Oracle products was completed in 2006. I moved from California to Brazil in 2006 to lead NewMarket operations in South America. Organic sales growth in South America has exceeded 20% annually for the last two years.

New Technologies and New Regions

For the past two years, we have concentrated on our core service offering, providing brand name technology solutions. Having created a strong core business, we have recently initiated efforts to expand into earlier stage technology offerings. We have signed our first broadband wireless contract to provide service in southern Brazil. We have similar broadband wireless engagements under development in Peru, Colombia and Panama. NewMarket Latin America will also be leading NewMarket's expansion into Mobility Software Solutions.

$30 Million in Profitable Revenue in 2008

Between the continued growth of our core service offering, providing brand name technology solutions, and the expansion of our South American operations into earlier stage technology offerings, I expect revenue from South America to reach $30 million in 2008 while our current profit margins continue to improve.

Moving NLAI to the Bulletin Board

Last year NewMarket entered into an agreement to purchase control of the publicly listed shell that has since been renamed NewMarket Latin America. The purpose of the agreement was to independently list NewMarket's operations in South America by consolidating those operations into the NewMarket Latin America publicly listed shell. Today, I am the CEO of the NewMarket Latin America shell and the president of all NewMarket's operations in South America. However, the consolidation of NewMarket's South American operations into NewMarket Latin America has not yet been completed. The planned consolidation was delayed by NewMarket's similar initiative to publicly list its regional operations in China under NewMarket China, Inc. (OTCBB: NMCH). Candidly, the Company discovered that foreign listings on a U.S. exchange are more complicated than anticipated. The unexpected complications delayed the NewMarket Latin America consolidation. It is my personal mission to get the consolidation and the move to the OTCBB completed as rapidly as possible.
