US Federal Contractor Registration is reporting the release of the Local Media Advertising RFI in Washington, D.C. posted to FedBizOpps (FBO) on July 9, 2015. Local Media Advertising RFI currently has a response date set for July 17, 2015. Every business interested in bidding on the Local Media Advertising RFI must be properly registered in the SAM Registration, as well as have the North American Industry Classification System codes 541 - Professional, Scientific, and Technical Services, and 541890 - Other Services Related to Advertising filed in their SAM account/vendor profile.

GAO Local Media Advertising - Request for Information about Data

The government does not intend to award a contract on the basis of this request for information. This is not a request for proposals, nor a guarantee for a future solicitation. This is an exploratory request for information purposes only. There is no GAO contract to present at this time. GAO needs information to understand the feasibility of obtaining the information described below.

GAO is examining issues related to local media advertising, in particular information about the sellers of advertising in local media markets and the prevalence and characteristics of agreements between sellers for the joint-sale of advertising (such as Joint Sales Agreements between TV and radio stations and Interconnects between cable providers). As part of our work to examine this issue, we would like to obtain and analyze data on local media markets, including information about the market shares of advertising sellers and information about advertising sales agreements between these sellers. The results of these analyses would be included in our report, which would be made public.

We would like information on the availability of data that would help us address these issues, their cost, and general limitations, if any, on our use of such data internally and in a public report. We would also like information to establish the reliability of this data.

We are interested in the following data points for all U.S. Designated Market Areas (DMA):

1. Market share (by revenue) for all types of local advertising sellers (i.e. TV stations, radio stations, local cable providers, Internet, newspapers, etc.) for each local media market (by local market, we are referring to the 210 DMAs). We want data for the most recent year available (likely 2014) and a prior year, such as 2008 or 2009.

2. List of all Joint Sales Agreements (JSAs) for TV and radio, including which stations are party to the agreements, identified by DMA.

3. List of all Interconnects between cable providers, including which providers are party to the agreements, identified by DMA.

4. List of any other agreements regarding joint sales of advertising between local TV stations, radio stations or local cable providers.

5. If available, data on the number of agreements (from items #2, #3 and #4), by market, going back 5 to 10 years.

This RFI is issued for information gathering purposes only. Interested parties are highly encouraged to participate. It is the intent that input gathered during this RFI process will directly influence scope and requirements of a future technical solution. Failure to participate in the RFI will not impact an interested party's ability to participate in any future competitive process, should GAO opt to pursue one.
