The drill was conducted to ensure that all campus constituents, some 50,000-plus students, faculty and staff, can be notified with critical, accurate information in the event of any emergency. “Penn is an Ivy League school in an urban environment, and the population on our campus at any one time is over 50,000,” said Maureen S. Rush, M.S., CPP, VP for public safety and superintendent of police at the University of Pennsylvania. “Tests like these give parents peace of mind in knowing that we’re on top of communication and security at the school and that we’re going to keep their kids safe.”
A benefit of such non-emergency tests is hands-on training, so that if an emergency does occur, all recipients are familiar with the system and understand what they should do in response to an alert. It took the University about thirty seconds to send out a message through what users are familiar with as the UPennAlert Emergency Notification System, and within minutes, the entire population had received the message.

The final message tally showed that over 86,000 SMS text and email notifications were delivered to more than 50,000 people in just seven-and-a-half minutes. The test went off without a hitch, messages were delivered quickly and the security team was happy with the results.
“This year we were able to use the new feature of Placeholders, which was phenomenal,” said John Urban, crime mapping and data analyst, University of Pennsylvania. “You sign in, pick the message you want and hit send. This takes less time and effort, both critical in time of crisis.”
