Temporary legislation that restricts municipalities' investments and outsourcing in health and social services comes to force on 1 July 2016

Municipalities' and joint municipal authorities' large and long-term outsourcing projects and major investments in health and social services will be restricted through fixed-term legislation. The legislation comes to force on 1 July 2016.

During the temporary legislation a termination clause must be included in the large and long-term agreements. According to the clause the future organizer of the services, the counties, have the right to terminate the agreement according to the criteria based on the legislation. The proposed legislation does not restrict municipalities and joint municipal authority's possibility to sign agreements as long as they are responsible for organizing the services. The service agreement can also be continued if the county considers it appropriate.
