Key Trends and Analysis of the Mouthwash Market:

Stringent regulations on mouthwash products are boosting demand for quality mouthwash products in the global market. The Health Sciences Authority (HSA), in conjunction with the full implementation of ASEAN Cosmetic Directive, reviewed the regulatory control for oral and dental hygiene products, particularly mouthwashes. Prior to the implementation of controls for cosmetic products under the Health Products Act in 2008, mouthwash products were regulated under the Medicines Act as medicinal products. With the transfer of the legislative control to the Health Products Act, this group of products are now brought under the regulation of the Health Products (Cosmetic Products - ASEAN Cosmetic Directive) Regulations as cosmetic products.

Under these regulations, companies that intend to supply a cosmetic product in Singapore are required to notify the Health Sciences Authority prior to supplying the product in the local market. The companies are also required to fulfill their obligations under the Regulations to comply with the requirements under the ASEAN Cosmetic Directive.
