Northrop Grumman Develops Landmark, Government-Wide Electronic Grants Store Front (Grants.gov)

HERNDON, Va., June 26, 2003 (PRIMEZONE) -- Northrop Grumman Corporation (NYSE:NOC) will plan, design and implement the Electronic Grants Store Front (Grants.gov), a one-stop portal for applicants seeking grant funding from approximately 900 participating federal programs, through a contract awarded by the Department of Health and Human Services.

Northrop Grumman's Information Technology (IT) sector is the system developer and integrator on the Grants.gov Store Front, an electronic, Web-based access point. The Grants.gov Store Front will simplify and standardize the grant application process for constituents nationwide by providing a common point for submitting grant applications electronically to federal grant-making agencies. The Northrop Grumman IT solution is based on the company's InFlowSuite(tm) electronic submission processing framework. Northrop Grumman IT will also offer assistance to these agencies in integrating individual grants management systems with the Store Front.

The contract value for Northrop Grumman IT could total $7 million over the next five years as this unified platform for identifying federal grant opportunities expands to include interagency and agency specific capabilities. The initial phase of this project is slated for completion in October 2003.

"Our solution enables common data standards and encourages computer-to-computer interchange while eliminating costs associated with redundant data," said Jim Perriello, president, Government Solutions, Northrop Grumman IT. "We are proud to be an important part of ensuring that our government services are as modernized as the nation they serve."

Chosen for its demonstrated knowledge of emerging e-business technologies and best practices, Northrop Grumman IT will provide the program management office of the Grants.gov initiative with a trusted IT solution offering data integrity, availability and confidentiality for both "front-" and "back-office" users.

To achieve the rapid completion of this project required by its aggressive timeline, Northrop Grumman IT has teamed with AT&T Government Solutions, Vienna, Va., and Ekagra Software Technologies, Centreville, Va.
