The nominees were asked to fill out full-length applications -- of which 437 were completed -- and that group was culled to 35 finalists. Finalists provided names of employees, advisers, attorneys, and customers, who were then interviewed to give a fuller picture of each company. Finally, an eight-person national panel of small-business experts was chosen by "The Journal" and Winning Workplaces to judge the finalists. Each judge read 13 or 14 of the 35 finalist applications. The panel met in June to select the 15 Top Small Workplaces. Winners were chosen based on both metrics and qualitative assessment of their success in creating workplaces that nurture, challenge, and reward employees.
