announced today the company will host an Emerging and Frontier Market
Seminar Friday, January 18, 2008, from 8am to 5pm CST at the Fairmont Hotel
(http://www.fairmont.com/dallas) in Dallas.
The seminar will be an opportunity for shareholders, investors,
technologists, entrepreneurs and small businesses to learn more about the
opportunity for rapid growth within rapidly growing economies worldwide.
The seminar will focus on financing and investing for small business and
technology in global emerging markets, with a special focus on Brazil,
China and Africa. The format for the seminar will be panel discussion
sessions lead by subject matter experts on investment and financing in
emerging markets and on the Brazilian, Chinese and African markets.
NewMarket is pleased to announce Joseph Wambia and William Weiss as
additions to the seminar panels.
Joseph Wambia, Wambia Capital and Former World Bank Senior Staff
Joseph Wambia currently serves as CEO and Chief Investment Officer of
Wambia Capital (www.wambiacapital.com), a Registered Investment & Risk
Advisory firm based in Maryland specializing in managing investment
portfolios for US institutional investors in African marketable securities,
project finance and private equity; raising capital (debt, equity,
insurance and guarantees) for companies investing in emerging markets with
a principal focus on Africa; and performing due diligence, risk-based
audits for clients, and advisory services in the areas of African capital
markets finance and development finance. The Company has Representative
Offices in Wilmington (DE), London, Manama (Bahrain), Nairobi, Dar es
Salaam, Johannesburg, Kampala, and Harare through a network of advisers and
strategic partners. The Overseas Private Investment Corporation (OPIC)
recently selected Wambia Capital as a partner in its prestigious Enterprise
Development Network (EDN), which serves to extend OPIC's outreach to small

Mr. Wambia has more than 30 years experience in emerging markets
development finance, business development, project finance, making debt
investments, originating deals, creating partnerships, auditing project
finance portfolios, auditing mortgage backed security portfolios, forming
and managing private client equity investment portfolios.
During his career at the World Bank, he lead, managed and supervised over
30 infrastructure project finance deals worth over $5 billion in East Asia,
South Asia, the Middle East, and Africa. As a senior staff in the World
Bank Treasury, he supervised performance management reporting for the
Bank's ALM functions, including its $70 billion investment portfolio and
funding operations. After the World Bank, he served as Audit Manager for
Capital Markets Business at Fannie Mae, where he was responsible for
auditing a $700 billion MBS portfolio. He holds an MBA from Georgetown
University and a BCom and MSc (Econ) from the University of Nairobi. He is
a Registered Investment Advisor and Certified Internal Auditor, besides
holding other audit and investment qualifications. He is a member of the
CFA Institute, the Institute of Internal Auditors (IIA), Financial Planning
Association (FPA), and the Global Association of Risk Professionals
(GARP).
William Weiss, Honorary Consul the Republic of Malta
William Weiss currently serves as the Honorary Consul for the Republic of
Malta assisting with business, trade, economic, and public affairs issues.
Until 2005, Mr. Weiss also served as the Ambassador of the Sovereign
Military Order of Malta to the Republic of the Marshall Islands and
assisted the Permanent Observer Mission of the Sovereign Order of Malta to
the United Nations in establishing diplomatic contacts with Pacific Island
Nations Marshall Islands, Kiribati and Micronesia. Mr. Weiss has also
served as a liaison to the Department of Health, Education and Social
Affairs of the Government of the Federated States of Micronesia. Mr. Weiss
is also a member of the International Bar Association and has coordinated
over $1 million in medical aid to developing nations.
Dr. Flavio Chaves, Assistant to the Vice Governor of the State of Sao
Paulo, Brazil
Previously, NewMarket announced Dr. Flavio Chaves of Sao Paulo, Brazil,
will be discussing the business and economic opportunities in Brazil at the
seminar. Dr. Flavio Chaves currently serves as the Assistant to the Vice
Governor of the State of Sao Paulo, Brazil in charge of all new business
and investments for the state. With a population upwards of 40 million and
GDP of $550 billion, the State of Sao Paulo accounts for nearly one-third
of Brazil's total GDP. Prior to his current post, Dr. Chavez was President
of Caixa Economica of the State of Sao Paulo and a Federal Deputy of the
