1) The definition of the government debt was changed at the turn of the year 2002-2003. Accordingly during 2003 it is not meaningful to
    compare with the change in debt the same month the year before or to calculate 12-month figures.
2) A negative borrowing requirement indicates a net cash inflow, i.e. a surplus in the government's cash flow over the period.
3) Under the heading Debt adjustments transactions that change the debt without affecting the borrowing requirement are reported.
    These include changes in the market values of foreign currency loans, payments in connection with redemption of lottery bonds
    and temporary bookkeeping transactions.
4) The SNDO uses trade date accounting, which means that transactions affect the debt on the trade date. The borrowing
     requirement,  on the other hand, is measured in cash-flow terms and is thus not affected until payments have been made.
