BROOKLYN, N.Y., April 15, 2004 (PRIMEZONE) -- The United Nations was meant to be the place where nations of the world could solve differences and help progress humanity. However, its finances have been a concern since the beginning, according to author Michael Anthony Tarallo. His new book, UNbudgeting: A Sound Leap Forward (now available through AuthorHouse), examines the recently implemented budget system.
"The United Nations is the only body of its kind with universal membership and comprehensive scope, mandated with an almost impossible task of addressing practically all areas of human endeavor...(H)owever, how can the United Nations meet its global and far reaching obligations when...its annual budget is less than four percent of that of New York City?" Tarallo asks.
UNbudgeting focuses on how this problem was addressed and how the recent implementation of a budgeting approach based on results is faring in the real world. Introduced by Secretary General Kofi Annan in 1997, the results based budgeting compels program managers to justify the organization's existence by achieving results. Adopted in Dec. 2000 and implemented in Jan. 2002, the program will be evaluated for the first time this year, 2004, which Tarallo believes is premature.
His book provides general considerations on the fundamental role budgeting plays in the complex and strategic public decision making process. Tarallo discusses the financing modalities of the United Nations and its budgetary evolution, which spans a period of six decades, while evaluating and reviewing the results based budgeting concepts. UNbudgeting also gives the detailed structural requirements of the logical framework serving this new budget approach and examples of its implementation.
With specific and detailed historical and financial information, UNbudgeting is the first book to comprehensively and succinctly cover the budget of the Untied Nations.
Tarallo is an international civil servant of the United Nations. He is currently the budget officer for the U.N. Truce Supervision Organization in the Middle East. He has served as an officer for a number of programs and has worked for the United Nations since 1990. UNbudgeting is his first book.
