Evolving Systems and Oberthur Technologies to Deliver SIM Solution to MTN

ENGLEWOOD, CO and PARIS--(Marketwire - July 15, 2008) - Evolving Systems, Inc. (NASDAQ: EVOL), a leading provider of software solutions and services to the wireless, wireline and IP carrier market, and Oberthur Technologies, a leader in secure technologies, today jointly announced their combined project of delivering Dynamic SIM Solutions to MTN South Africa.

Dynamic SIM Allocation will enable MTN to distribute prepaid SIM cards more freely into their retail channels, and significantly enhance their capability to capture market share in this highly competitive market.

"Our Dynamic SIM Allocation solution provides carriers with a competitive advantage," said Thad Dupper, president and CEO of Evolving Systems. "Carriers like MTN South Africa will improve efficiency by limiting allocation of scarce and expensive resources to only SIM cards held by active end-users. The solution can also be used to enable prepaid customers to select their mobile phone numbers from a larger pool of numbers, via the handset at the time of first use."

Dynamic SIM Allocation removes the current constraints that mean every prepaid SIM card must be activated in the network, and have a telephone number associated with it, before distribution. MTN will order and distribute generic, un-activated SIM cards. When these SIM cards are put into a mobile phone and the phone is switched on for the first time, the solution automatically takes over the allocation of the required properties, taking into account the subscriber's needs and location.

"The majority of our customers are prepaid," said Fabio Caprin, Supply Chain General Manager for MTN South Africa. "Dynamic SIM Allocation will enable us to more effectively manage our prepaid number inventory, support marketing campaigns, and save significant costs that we currently incur by stocking pre-activated prepaid SIM cards."

Oberthur Technologies General Manager for Mobile Product Line Olivier Leroux said, "Our broad range of SIM based solutions are aimed at helping mobile network operators meet their business needs and thereby pass on the benefit to the end customers. We are pleased to offer our solutions to MTN in South Africa in partnership with Evolving Systems and demonstrate our capacity to provide business solutions to fast growing markets."
