ENGLEWOOD, CO--(Marketwire - April 5, 2011) - Evolving Systems, Inc. (NASDAQ: EVOL), a leading provider of software solutions and services to the wireless, wireline and IP carrier market, today announced that an Asian GSM operator has selected the Company's Dynamic SIM Allocation™ (DSA) solution to streamline its SIM supply chain logistics, reduce operational costs and offer a differentiated, highly personalized experience for new subscribers during activation.

Evolving Systems' DSA solution will allow subscribers to choose their own mobile number by searching specific digits, including choosing golden numbers via a multi-lingual menu that appears on the phone screen the first time a new SIM card is used. DSA also supports pre-paid registration and allows the subscriber to select a tariff plan. To support the growth in data use, DSA also allows the activation of mobile broadband services on the same device. The operator is targeting better quality subscribers and higher monthly average revenue per user (ARPU), as number selection tends to appeal to customers with higher disposable income. Other operators using the Company's DSA solution have seen substantial increases in ARPU and lower subscriber churn.

In addition to using Evolving Systems' DSA solution as an innovative platform for attracting new subscribers, the operator will reduce costs by not pre-provisioning SIM cards in the network elements. Further savings will be derived from having a single Pre-paid Starter Pack that can be used for any tariff plan in any part of the country, reducing the inventory, logistics and distribution costs currently attributed to multiple SIM card types. This flexibility will allow the operator to remove the expiry period on the SIM cards as no MSISDN or tariff plan is linked to the card until it is activated by a subscriber. In the operator's competitive market, SIM cards were often re-provisioned and re-packed before activation if a tariff plan was changed. With DSA, the dynamic and real time activation ensures that the latest tariff is always offered to the new subscriber via the on-screen menu.
