WASHINGTON, DC--(Marketwire - Aug 16, 2011) - Former Department of Justice attorney Alexander K. Haas has joined King & Spalding as counsel in its Washington, D.C., office, the firm announced today. Haas joins the firm after eight years with the U.S. Department of Justice, where he served for the past two years as counsel for the Office of Law and Policy in DOJ's National Security Division and previously for six years in the Civil Division, both in the Federal Programs Branch and as a counsel to the Assistant Attorney General of the Civil Division.

Haas will focus on complex civil litigation in a variety of state and federal jurisdictions, represent clients in regulatory enforcement proceedings and government investigations and conduct corporate internal investigations.

Haas has extensive experience as lead or co-counsel handling complex, high-stakes litigation in federal and state courts in areas involving administrative law, constitutional law, international law and arbitration, including lawsuits filed against telecommunications companies alleging their participation in national security programs, challenges to the constitutionality of the Protection of Lawful Commerce in Arms Act and the decisions of the Base Closure and Realignment Committee. He also has significant experience in affirmative litigation challenging state laws and state regulatory actions on federal preemption grounds and with the complex legal requirements stemming from federal surveillance authorities and their interaction with telecommunications and privacy laws. Haas was also selected as a founding member of National Security Division's appellate section. During his time at DOJ, he was the recipient of four special commendation awards.

Haas earned J.D. and B.A. degrees from the University of California-Berkeley, where he was senior articles editor of the California Law Review. Following law school, he was a law clerk to Judge Andrew J. Kleinfeld of the United States Court of Appeals for the Ninth Circuit.
