USFCR: U.S. Dept. of Veterans Affairs Plans to Open an Outpatient Clinic in Traverse City

VA Willing to Lease Land or Existing Building, Also Wants 121 Parking Spots


WASHINGTON, DC--(Marketwired - September 11, 2015) - The U.S. Department of Veterans Affairs seeks expressions of interest for 22,500 net usable square feet of community-based outpatient clinic space and 121 parking spaces in Traverse City, MI. The VA will consider space in an existing building and also land for new construction.

The lease term will be for no more than 20 years.

If in an existing building, the space must be contiguous and located on one floor. The building also must comply with the Americans with Disabilities Act and meet security requirements. Land must be of sufficient size and proportions to accommodate the 22,500 net usable square feet on one floor; provide sufficient security setbacks (25 feet for new construction); accommodate 121 surface parking spaces; and comply with all local laws, rules, and regulations.

The 121 on-site parking spaces must be dedicated for the VA’s exclusive use; be fully compliant with local laws, rules, and regulations; and be handicapped designated in accordance with local code. The parking area must meet all requirements of Architectural Barriers Act Accessibility Standards (ABAAS), which is available at http://www.gsa.gov.

To receive consideration, submitted properties must be located within the delineated area, which is bound:

  • On the north by US-31/M-72/Munson Avenue (East) toward M-72 (East) to Holiday Road (East) to 5-Mile Road (South)
  • On the east by 5-Mile Road (South) to Hammond Road (West) to High Lake Road (South) to E. Arbutus Lake Road (South) to Hubbs Highway S. (West)
  • On the south by Hubbs Highway S. (West) to Garfield Road S. (West) to Hoch Road (West) to Keystone Road (South) to Beitner Road (West) to US-31 (West) to S. West Silver Lake Road (North)
  • On the west by S. West Silver Lake Road (North) to N. West Silver Lake Road (North) to US-31/M-37/S. Division Street (North) to US-31/M-72 (East).

Submission Requirements

Properties must be identified in accordance with the following four categories:

  • Existing Building; or
  • Land to be fully developed and space constructed by the submitting party in accordance with VA requirements ("One-step"); or
  • Land to be optioned by VA for development and construction by a party to be selected by VA through a competitive process ("Two-step"); or
  • A clearly stated combination of any of the above

Submissions must include:

  • Name of owner
  • Address or described location of building or land
  • Location on map, demonstrating the building or land lies within the delineated area
  • Description of ingress/egress to the building or land
  • A statement as to whether the building or land is currently zoned for medical and medical office use
  • Description of the uses of adjacent property
  • FEMA map evidencing that the property lies outside the 100-year floodplain
  • A narrative and map describing proximity of the building or land to the nearest bus and/or train stop, and major transportation routes
  • Evidence of ownership, if building/site submitted by owner, and non-owners (e.g., prospective developers/lessors) submitting a building or land must provide evidence of authority granted by property owner to submit the property to VA for development
  • Any information related to title issues, easements, or restrictions on the use of the building or land
  • A description of any planned land development or construction which will affect the site, including neighboring projects and road or utility line construction

For land, the submission must include the following additional information:

  • Size of parcel, amount (or range) of developable acreage offered, and an indication of how the site addresses the requirements
  • Site plan, boundary and topographic surveys, and plot map of the site indicating the location of the parcel offered
  • Map or site plan showing location of utilities, easements, adjacent roads, and any information regarding issues that may affect the potential development of the parcel

For existing buildings, the submission must include the following additional information:

  • Age of building
  • Total existing gross square feet, and gross square feet per floor
  • Site plan depicting the building and parking
  • Floor plan and gross square footage of proposed space
  • Identification of on-site parking to be dedicated for VA's use

Market Survey Requirements

The VA will conduct a market survey to evaluate all properties submitted in response to this requirement that meet VA's minimum criteria. The Contracting Officer will make an initial evaluation to determine if the offered buildings/sites meet VA's criteria. If the site meets VA's criteria, the market survey team will evaluate properties as follows:

  • Existing Buildings will be scored as Pass or Fail in accordance with VA market survey criteria.
  • One-step land will be scored as Pass or Fail in accordance with VA market survey criteria.
  • Two-step land will be scored and each site ranked in accordance with VA market survey criteria.
