At the heart of the RHB Events sponsored in part by Mr. Dabney through the Cannabis Science Foundation will be a Town Hall Meeting to be held at the US State Department, which will focus on Strategies for Strengthening African Healthcare Infrastructure. This Town Hall meeting is the high point in this year's program, and is the culmination of CFA work led by Mr. Dabney, and CFA leadership, which began eight months ago. As is the practice of Mr. Foote and the CFA leadership, this response to the most recent health and healthcare crises in West Africa is marked by attention to detail, and clear policy analyses. As well a STEM in Africa Forum, a Trade & Investment Caucus hosted by the U.S. Minority Business Development Agency, a Democracy & Governance Roundtable, and a world-wide Infrastructure and Development Conference Call with Diaspora leaders, the 2015 RHB African Affairs Series is designed to break institutional and programmatic barriers that all too often are a function of bilateral and multilateral support.

The Ebola epidemic exposed large and fundamental healthcare insufficiencies on the African continent, and these deficits inform CFA's response. This response includes: an in-depth evaluation of the health status and healthcare infrastructure of Sub-Saharan Africa (SSA); an examination of Food Security and Agriculture (food security is associated with much of the preventable burdens of disease in many SSA countries); an evaluation of the status of Health Professionals, Health Professional Education and Healthcare Research; and an examination of the political and policy framework of the healthcare system.

Named after the late Commerce Secretary Ronald H. Brown, the RHB African Affairs Series is planned and organized by CFA each year in conjunction with the Congressional Black Caucus (CBC) Annual Legislative Conference. The RHB African Affairs Series is designed to educate, inform and engage the American public on critical challenges, issues, and concerns facing Africa; help link members of the CBC and their staff to African challenges, issues and concerns; and promote a proactive and sustainable U.S.-Africa foreign policy agenda. Over the years, the RHB African Affairs Series has convened more than 200 workshops and forums that have advanced advocacy, analysis of government policy initiatives, knowledge transfer, and the mobilization of public and private sector groups.
