Army Seeks Contractor to Provide Velocity Detection Equipment

NATICK, MA--(Marketwired - October 31, 2016) - The Natick Soldier Research, Development, and Engineering Center (NSRDEC) - Warfighter Directorate, in Natick, Massachusetts is looking for a contractor to provide it with velocity detection equipment for ballistic material evaluation to use with its projectile acceleration equipment.

The NSRDEC intends to use this equipment to detect striking and residual velocity of various projectiles, and in tandem with the detection equipment to provide an output signal that is used as a trigger at the time striking velocity is captured.

The U.S. Department of the Army released this sources sought notice on Monday, October 31, 2016, to identify businesses -- especially those that qualify for a set-aside contract (e.g., small business concerns and/or certified 8(a), HUBZone, Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and Women-Owned Small Businesses (WOSSB) -- that can provide the requirements.

The North American Industry Classification System (NAICS) code for this effort is 334516 - Analytical Laboratory Instruments Manufacturing, and the Small Business Administration (SBA) size standard is 1,000 employees.

The following are specifications for the velocity detection equipment

• Measures velocity from ~0-5,000ft/s
• +/-0.2% accuracy
• Detects and measures velocity of 2, 4, 16, 17 and 64 grain fragment simulating projectiles
• Outputs a trigger signal when a velocity is measured
• Detects projectiles made of steel
• Desirable to detect projectiles made of any material
• Desirable to be compact (please specify dimensions of equipment if available)
• Desirable to record velocities in a digital format or directly to a computer

Contractors who can provide velocity detection equipment must submit the following information by no later than November 10, 2016 at 4 p.m. EST to Contract Specialists Tony Kayhart (tony.j.kayhart.civ@mail.mil) and Andrea Albanese (andrea.l.albanese.civ@mail.mil).:

• A positive statement of interest to submit a proposal as a prime contractor on a future solicitation, if any, for this requirement
• Company name and address, point of contact with phone number, DUNS number, Cage Code
• Announcement number (W911QY-VelDetEqp) in the e-ail subject line
• A summary of the vendor's product with detailed descriptions, literature, how it addresses the NSRDECs requirement and/or available technology
• The location of manufacture
• Estimated cost with minimum, and maximum delivery schedule
• Product specifications and any other pertinent documentation
• If applicable, GSA schedule information
• All assumptions, including any assumed Government support
• A statement regarding small business designation and status (if applicable) and provide a copy of the certificate issued by the SBA of any qualifications as a HUBZone Small Business or 8(a) firm (if applicable)

The response can be no longer than six pages and must be submitted as a PDF.

To receive the contract, contractors must be registered with the System for Award Management (SAM) database, and have as part of the Registration all current Representations and Certifications. Contractors also must be registered with FEMA.
