Modernizing legacy IT systems accelerates with Siili’s new modernization model – up to 40–60% faster current-state analysis at the early stage of projects

Siili Solutions Plc Press Release, 21 May 2026 at 9:30 AM

In many large Finnish enterprises, up to 80 percent of IT budgets are spent on maintaining legacy systems. However, modernization of these systems has been postponed for years due to high costs, risks, and long implementation timelines. According to Siili Solutions, artificial intelligence can now significantly accelerate the analysis of legacy systems and facilitate the launch of modernization initiatives.

IT services company Siili Solutions is already using an AI-driven modernization model in several customer projects. The aim is to accelerate the renewal of legacy systems while reducing the costs and risks associated with modernization programs.

Legacy systems slow down business renewal and make it more difficult to develop new digital services. With the help of AI, the initial phase of modernization, traditionally the slowest and most expensive part of the project, can now be significantly accelerated.

“In many organizations, modernization of legacy systems has been postponed because projects have been too slow and high risk. AI can now speed up system analysis in particular and make it easier to initiate modernization initiatives. We see this as a significant opportunity for Finnish companies to improve their ability to transform and accelerate the development of digital services,” says Markku Savusalo, who is Siili's interim CEO and responsible for Siili’s Digital Engineering business line.

In Siili’s model, AI helps analyze legacy systems, understand existing code, and produce new specifications to support modernization. The model combines automated analysis with expert validation, ensuring that modernization projects remain manageable even in large and business-critical systems.

The company’s Legacy Code Analyzer tool utilizes both static analysis and AI to identify the structure, dependencies, and business rules within legacy code. Initial analysis reports can be generated in minutes, and the tool can be used with both commercial and open-source language models. This makes the process 40–60% faster than before.

“AI has significantly transformed modernization projects. Previously, before a single line of new code was written, teams had to extract business rules from old code, map dependencies, and convert decades of accumulated tacit knowledge into documented requirements. That work consumed budgets and eroded trust. AI has changed this logic, and in doing so, it is changing the very nature of modernization investment decisions,” says Marko Jaanu, Head of Technology at Siili Solutions.
