The company tapped the security veteran, who brings more than two decades of public and private-sector experience to help spearhead the continued expansion of its cybersecurity practice.
In this role, Toney will advance Thrive’s cybersecurity strategy and services, drawing from extensive experience in enterprise security, incident response, threat intelligence, forensic investigations, and risk management. He joins Thrive from the State of Vermont, where he served as Chief Information Security Officer, bringing firsthand experience reducing risk, strengthening resilience and protecting increasingly distributed IT environments.

Prior to his role with the State of Vermont, Toney served as Global Chief Information Security Officer at City Electric Supply and held senior cybersecurity leadership roles at EY, Procter & Gamble and KPMG. He also serves as a Visiting Fellow and member of the Cyber & Tech Council at the National Security Institute, contributing his expertise to research, thought leadership, and public engagement across the national security community. Earlier in his career, Toney spent more than a decade as a Special Agent with the U.S. Secret Service, including serving as lead for the Philadelphia Electronic Crimes Task Force.
